Carmel zoning board grants six variances in evening
Zoning Board of Appeals · Meeting of February 26, 2026
NY CARMEL — Carmel zoning board grants six variances and dismisses one in substantial February hearing. The Zoning Board of Appeals unanimously approved variance requests for residential properties including a negotiated reduction in Carl J. Perna's proposed 40-by-30-foot garage at 7 Muscoot Road S to 35 by 30 feet, with decorative stone veneer and cupola required to minimize the structure's commercial appearance.
Vice-Chairman Silvio Balzano and Board Member John Starace expressed concerns about scale. Other approvals included Kevin Issa's residential addition contingent on planting nine trees at least 8 feet tall to screen a neighbor's pool, and Gilberto Mendoza's gazebo subject to moving it 4 feet closer to his house by May 15. The board dismissed an application by Mr.
Guo Group LLC without prejudice.
