Environmental Board approves wetland applications with conditions
Environmental Conservation Board · Meeting of May 21, 2026
NY CARMEL — Carmel Environmental Board approves two wetland applications with conditions. Chairman Robert Laga and board members William Fiorilli and Stephen Perrotta unanimously approved Luigi Ciucci's pool installation at 16 Sycamore Road, requiring a 750-square-foot raingarden and silt fencing due to the property's location in the Lake Mahopac 100-foot wetland buffer. The board also unanimously approved the New York City Department of Environmental Protection's application to mechanically harvest invasive water chestnut from a six-acre Croton Falls Reservoir cove, conditioned on submission of equipment specifications, a fueling plan, on-site and on-boat spill-kit provisions, and a state Article 24 permit.
The harvesting will occur up to 10 days annually for three years.
