NY CARMEL — Carmel Planning Board denies Putnam County Housing Corp's proposal to add apartments to office building. Vice Chairman Robert Frenkel moved to deny the application to the Zoning Board of Appeals, with all six members voting in favor; the project proposes seven units where code allows two, lacks sufficient parking and open space, and requires nine variances. Suzanne Brought, Executive Director of Putnam County Housing, told the board the affordable units would rent at approximately 950 dollars monthly for seniors and disabled residents.

The board separately heard applications for Liberty Bell Trucking's storage facility, S&S Holdings' gas station expansion, and a 10-unit residential development on East Lake Boulevard; the latter applicant agreed to submit revised plans showing 6-unit and 8-unit alternatives after board members expressed concern about traffic flow on a densely packed site.
